month to the officers in Hong Kong and the Straits Settle- ments who deal with Merchant Shipping matters and these officers might be instructed to inspect the return and ascertain whether the names appear of any seamen with whose dependents they are in a position to communicate. They should then inform such dependents of the circumstances of death, and in the case of death by a fatal accident call attention to the provisions of the Workmen's Compen- sation Act, 1906. and to the possibility of the existence of a claim for compensation. It would be necessary to make it clear, however, that such intimation was not to be taken as proof of the existence of a claim for compensation, and it might be suggested that they should take legal advice $

in the matter.

If the Secretary of State agrees to this course the Board will be prepared to send copies of the Monthly Return to Hong Kong and the Straits Settlements, so that information of the death may be available.
